Understanding NHS Eye Test Eligibility

A comprehensive guide to who qualifies for a free NHS-funded sight test and optical vouchers in the UK, with current eligibility criteria.

The NHS provides free sight tests and financial help with the cost of glasses or contact lenses for a wide range of people. If you are eligible, your eye test is identical to a private appointment — the same thorough examination of your vision and eye health — but the cost is covered by the NHS. Many people who qualify for a free test do not realise it, so it is well worth checking the criteria below.

You are entitled to a free NHS sight test if you fall into any of the following groups: you are under 16, or under 19 and in full-time education; you are aged 60 or over; you have been diagnosed with diabetes or glaucoma; you are aged 40 or over and have a first-degree relative (parent, sibling, or child) who has been diagnosed with glaucoma; you are registered blind or partially sighted; you are a prisoner or on probation; you have been prescribed complex lenses; or you receive a qualifying means-tested benefit. Qualifying benefits include Income Support, income-based Jobseeker's Allowance, income-related Employment and Support Allowance, Pension Credit Guarantee Credit, Universal Credit (meeting certain income thresholds), and being named on a valid NHS tax credit exemption certificate (HC2 or HC3).

In addition to a free sight test, eligible patients may receive an NHS optical voucher to help with the cost of glasses or contact lenses. The voucher value depends on the complexity of your prescription — ranging from around £40 for a basic prescription to significantly more for complex lenses. You can use the voucher towards any frames and lenses, though if you choose more expensive options the voucher will cover part of the cost and you pay the difference.

Scotland, Wales, and Northern Ireland have extended NHS eye care entitlements beyond those available in England. In Scotland, free NHS eye tests are available to all residents, regardless of age or income. Wales offers free eye tests through the Eye Health Examination Wales (EHEW) scheme for those with eye conditions or risk factors. Northern Ireland provides free sight tests to all residents. If you live outside England, check with your local health service for the full details of your entitlement.

If you are unsure whether you qualify, your optician can check your eligibility when you book or arrive for your appointment. You may need to bring proof of your qualifying benefit or medical condition. If you are not eligible for a free NHS sight test, many high-street opticians offer competitive private test prices, and some offer free tests as part of promotional deals. Either way, the cost of an eye test is a small price for the reassurance and early detection it provides.
